A proxy server is a server that acts as an intermediary between your computer and other servers, so the first step in manual spyware removal would be to check and disable proxy settings in your browser.
Spyware and malware infections are more and more adding a proxy to their package. The goal is to get the information through the Web connection (password etc). It also helps to block the connection to certain sites (eg spyware removal help sites) or to block the download of trustworthy antispyware and antivirus programs.
If the antivirus or antispyware deletes the malicious file that acts as proxy without first disabling the proxy in the web browser, then surfing the web will be impossible.
